The International Labor Organization is governed by an executive body of the international labor office. They meet three times a year to make decisions for the International Labor Organization policy and also make the agenda of the International Labor Conference.

The governing body is made of government representatives worker groups and employer group representatives. Over the years the governing body of the International Labor organizations has categorized labor standards conventions and recommendations.

This was largely of a technical nature and with the advent of globalization pressure was built to improve them with the inclusion of labor organizations from different countries.
